环境不是完整编译环境，而是imagebuilder环境
如解压的openwrt-imagebuilder-23.05.0-rc3-ramips-mt7620.Linux-x86_64.tar.xz
解决方案
使用完整环境
git clone https://git.openwrt.org/openwrt/openwrt.git
